Here's the story: the recording of this album, the followup to Blank Generation, consisted mainly of the band sitting in the studio while Richard Hell sweated out his heroin withdrawals. With nothing better to do, guitarist Robert Quine recorded dozens of extra guitars onto the basic tracks. Hell eventually made it into the studio, and actually gave a pretty inspired performance.
But in the nineties, Hell got control of the rights and took it off the market. The story was that he thought the mix, with all the extra guitar, was too muddy and weird and he didn't like his vocals, but I think the bad memories probably had something to do with it too. Recently Hell released "Destiny Street Repaired," with new vocals by the now-50-something Hell and most of Quine's guitar work redone by session hacks. It sounds horrible.
