Een song die is ontstaan door een gesprek tussen Renaldo Benson, zanger van de Four Tops en Al Cleveland, songschrijver voor Motown. Benson had een situatie van politiegeweld waargenomen en het gesprek leverde een ruwe versie van een song op dat later What's Going On werd.
Benson wilde dat zijn groep met de song aan de slag ging, maar het protest dat in de song besloten lag, stond de andere groepsleden niet zo aan. Het geheel met Gaye delend leverde dat een fikse bron van inspiratie op bij laatstgenoemde. Hij pakte de melodielijnen aan en vermaakte de tekst en verbond er aldus zijn eigen visie aan.
